The 1-163-1 was the first 1-16 to have wing flaps. Earlier models had had ailerons that could be lowered simultaneously to act as flaps. It was similar to the tip 5 but the tail unit and undercarriage were also redesigned. The radio was also modified by being equipped with a mast aerial. Tests were started in April 1937 and over a thousand flights were made. As a result of these tests a decision was taken to fit flaps as standard starting with tip 10.
